ipsvd: use IP:PORT syntax for environment vars. Pros:
1. it's saner (matches internal libc sockaddr abstraction).
2. it's smaller.
Cons: not compatible with smarden's ipsvd.
Fix IPv6 define typos.
Stop interpreting options in prog's args.
Code size -162 bytes.
