ntpd: deprecate IPTOS_LOWDELAY in favor of IPTOS_DSCP_AF21
Update QoS markers.
Use DSCP AF21 for interactive traffic. DSCP is defined in RFC2474.
Many modern equipment no longer support IPTOS.
